1. Overview & Platform Role
StarterPay operates as a Technical Service Provider (TSP) and managed escrow orchestration platform designed specifically for student entrepreneurs, developers, and early-stage builders in Cameroon. StarterPay coordinates with licensed financial institutions and Mobile Money operators (MTN Cameroon, Orange Cameroun) to provide secure escrow and payment settlement rails.
2. Student Sandbox & Tiered Compliance
By signing up for StarterPay, you gain immediate access to our Developer Sandbox environment. To process real-money transactions in Production:
- Tier 1 (Student Sandbox & Micro-Transactions): Requires valid student enrollment confirmation and National ID (CNI) verification. No RCCM or formal corporate registration required.
- Tier 2 (Growth & High Volume): Subject to standard CEMAC banking limits and escalated verification once monthly transaction volumes exceed Tier 1 thresholds.
3. Escrow Protocol & Fund Releases
All customer payments initiated through your StarterPay payment buttons, APIs, or hosted checkout links are held in secure partner escrow accounts. Funds are disbursed directly to your designated MTN MoMo or Orange Money wallet once release conditions (delivery confirmation, time-lock, or milestone approval) are satisfied.
4. Acceptable Use Policy
You agree not to use StarterPay for prohibited activities including fraudulent schemes, unlicensed gambling, pirated goods, or transactions violating the laws of the Republic of Cameroon and the CEMAC zone. StarterPay reserves the right to freeze accounts and notify partner institutions if fraudulent activity is detected.
5. Privacy & Data Protection
Your personal and institutional data is encrypted using industry-standard AES-256 protocols. We never sell your personal data. API keys and sandbox transaction records are strictly partitioned to protect your privacy and project integrity.
